  This issue features an 18-page story pitting Batman villain Penguin against Commissioner Gordon written by Peter David and illustrated by P. Craig Russell and Michael T. Gilbert. The interesting tidbit about this issue is who modeled for the Penguin art: Chris Yambar! We kid you not. It’s easy to spot Yambar’s natural face in several panels where they forgot to draw in the Penguin’s pointy nose.
